How to use the E.164 Phone Number Formatter

  1. Paste one or more phone numbers (one per line or comma-separated) into the input box, or load a sample list.
  2. Choose a default fallback country (such as US, IN, GB, or Auto) for local numbers that omit a leading + country code.
  3. Select your target output format (E.164, digits-only for WhatsApp APIs, International, National, RFC 3966, CSV, or JSON) and toggle deduplication.
  4. Inspect the per-number country and length breakdown table below, then copy or download the cleaned list.

What is E.164 phone number formatting?

E.164 is the international public telecommunication numbering plan defined by the International Telecommunication Union (ITU-T). It establishes a globally unique, canonical format for every telephone number on the public switched telephone network (PSTN). An E.164 number always starts with a plus sign (+), followed immediately by a 1-to-3 digit country calling code, a national destination (area) code, and the subscriber number — containing only digits and never exceeding 15 digits in total.

For example, a United States phone number written locally as (415) 555-2671 is normalized to +14155552671 in E.164 format, and a United Kingdom mobile number dialed domestically as 07911 123456 becomes +447911123456 after stripping the national trunk prefix (0) and prepending the country code (+44).

Why APIs and databases require E.164 normalization

  • SMS, Voice & WhatsApp APIs: Telecom providers, WhatsApp Business Cloud API, Twilio, Vonage, and the ProWebLook Phone Validation API require E.164 strings so routing engines never misinterpret local trunk codes across countries.
  • Database deduplication & CRM hygiene: Without normalization, the same customer can be stored three times as 415-555-2671, (415) 555 2671, and +14155552671. Storing canonical E.164 values in a unique index eliminates duplicate accounts and prevents OTP abuse.
  • RFC 3966 & click-to-chat links: Mobile web pages use tel:+14155552671 (RFC 3966) for one-tap calling and https://wa.me/14155552671 (E.164 digits without the leading +) for direct WhatsApp conversations.

How the bulk E.164 parser processes your numbers

  1. Punctuation & extension stripping: Spaces, hyphens, parentheses, dots, and extension suffixes (such as ext. 104 or #99) are cleanly separated from the dialable digits.
  2. International exit prefix conversion: Leading international dialing prefixes like 00 (ITU standard used across Europe, Asia, and Africa) or 011 (North America) are automatically converted to a leading +.
  3. Country calling code & trunk prefix resolution: If a number already begins with +, the longest matching ITU country calling code is detected automatically. If a number is entered in local format, the selected Default Country is applied and domestic trunk prefixes (such as a leading 0 in the UK, Germany, France, India, or Australia) are stripped before prepending the country code.
  4. ITU-T length & country rules: Every parsed number is checked against the ITU-T 7–15 digit boundary and country-specific subscriber length rules so truncated or malformed inputs are flagged before you import them into production.

Structural formatting vs. live HLR / MNP carrier lookup

This browser tool performs offline structural normalization and ITU numbering plan validation 100% locally in your browser — your contact lists never leave your device. To verify whether a structurally valid E.164 number is actually assigned, reachable, mobile vs. VoIP, ported (MNP), or registered on WhatsApp, query the Free Phone Number Validator or integrate the WhatsApp Number Checker API. You can also export your formatted output directly to JSON or CSV and transform it further with our CSV to JSON Converter.

Frequently asked questions

What is the ITU-T E.164 phone number format?
E.164 is the international public telecommunication numbering plan standard. An E.164 number starts with a + sign followed immediately by the country calling code (1 to 3 digits) and the subscriber number, with a maximum of 15 digits total and no spaces, dashes, or parentheses (for example, +14155552671 or +919876543210).
How does the formatter handle local numbers without a + prefix?
When a number begins with + or 00, its country calling code is detected automatically from the ITU-T dial code table. When a number is written in national format (such as (415) 555-2671 or 098765 43210), the formatter strips leading national trunk prefixes (like 0) and prepends your selected Default Country calling code.
Which format does the WhatsApp Business API or ProWebLook API require?
Most modern telecom and verification APIs — including the ProWebLook Phone Validation API, Twilio, and Vonage — accept standard E.164 with a leading + (URL-encoded as %2B in GET query strings). Some WhatsApp deep links (wa.me/14155552671) require digits-only E.164 without the +, which you can select in the Output Format menu.
Does valid E.164 formatting mean the phone number is active?
No. Client-side E.164 formatting verifies country prefix rules and digit length constraints, but it cannot tell whether a SIM card is active, disconnected, ported to another carrier, VoIP, or registered on WhatsApp. Use the ProWebLook Phone Number Validator or WhatsApp Verification API for live network checks.
Are my customer phone numbers uploaded to a server?
No. All parsing, country prefix matching, deduplication, and CSV/JSON export happen 100% locally in your browser. Customer contact lists never leave your device.
